The Department of Skill Development, Entrepreneurship and Livelihood is set up to give the Karnataka Skills Development Authority a central role in skill certification Assesment and quality.

Department of Industrial Training and Employment :

The  Department of Employment and Training deals with the implementation of programs relating to Employment Service, Craftsmen Training and Apprenticeship Training Schemes, in accordance with the standards and norms prescribed by Directorate General of Training (DGT), Government of India, New Delhi.  There are 270 Government ITIs, 192 Grant-in-Aid ITIs, 1030 Non- Grant-in-Aid ITIs  are working in the State and 3 ITIs are functioning under SCVT in the state.

There are 40 employment exchange offices in state, The National Employment Service seeks to achieve the following objectives, among others:-

  1. To promote the best possible co-ordination between Manpower Supply and Demand by rendering assistance to job seekers and Employers.

 

  1. To promote employability of students and job-seekers through Vocational Guidance activities.

 

  1. To facilitate manpower planning and analysis through effective implementation of Employment Market Information programme.

To make enormous jobs available in the Private sector to job seekers, the department is organizing Job Fairs in Employment Exchanges.  These job fairs will bring both Private employers and job seekers under common platform. 

Special Employment Exchange for Specialy Abled Persons at Bangalore, Deaf and Blind Employment assistance for the disabled is also provided through the state's regular job exchanges.

To improve the Employability of Youth, District Employment Exchanges are being upgraded as Youth Employability Service centers  (YES) under Technical and Financial assistance by UNDP.

Under the World Bank Assisted Vocational Training Improvement Project(VTIP), 30 Government ITI has been upgraded into Centers of Excellence and the project has been implemented from 2006-07 and the closure date of project was Sep-2018.

Karnataka German Multi Skill Development Centre :(KGMSDC)

International Certificate Training is commenced in association with Red-Hat Academy and the KGTTI Centers are located in Bengaluru, Kalburugi, Belagavi, Hubballi and Managaluru.

 

Skill Mission

 

Chief Minister’s Kaushalya Karnataka Yojane (CMKKY) was started by Skill Mission during 2017-18 .The main aim of this scheme was to provide free training to the youth in Karnataka. For this purpose, web portal named kaushalkar.com was started. Trainee, Trainers, Training Providers can register for Training. People of age group 18-35 can register for skill training, entrepreneurship, self employment, apprenticeship & employment purposes. So far 8.94 Lakh Trainees have registered in kaushalkar.com.People of age group 18-35 can register for skill training, entrepreneurship, self employment, apprenticeship & employment purposes. About 10,936 trainees have been trained in various short term training courses via 200 accredited training centers.

Prime Minister’s Kaushalya Vikas Yojana (PMKVY) was started during 2018-19 witha a  physical training target of 30000.

District Skill Development offices are functioning in 30 districts of the state,Mega & Mini Udyoga Melas were organised by Skill Mission in all the 30 districts

The assets and liabilities, including 35 employees belonging to 16 vidyapeethas under the defunct Department of Karnataka State Adult Education, have been transferred to Skill Mission.

Karnataka Vocational Training & Skill Development Corporation Ltd(KVTSDC).,:

With an intension to implement the recommendations of National Skill Commission and State Skill Commission. The Government of Karnataka established KVTSDC on 02.04.2008. Now KVTSDC functioning as nodal organization to implement the recommendations of State Skill Policies and targeted to develop employable Skills for 15 lakhs people by the end of 2020.

 

IMC-K ( International Migration Centre-Karnataka) :-

The Government vide its order bearing GO No: PËGfÃE 85 PÉÊvÀE 2018 ¢£ÁAPÀ:   21-03-2018 has issued order for establishment of International Migration Centre-Karnataka and  Public Affair centre has been appointed as project Monitoring Unit . Rs. 2.00crore is allocated for current year.

“SANJEEVINI” – Karnataka State Rural Livelihood Promotion Society(KSELPS):

The Government of India, Ministry of Rural Development has restructured SGSY as “Aajeevika”- National Rural Livelihoods Mission (NRLM) and being implemented from      2010-2011.  The State Government is implementing this scheme in the phased manner through Karnataka State Rural Livelihoods Promotion Society which was established on 11.12.2011 and the society was named as “Sanjeevini”.

  • Deen Dayal Upadhyaya Grameena Kaushalya Yojane- (Centrally Sponsored Scheme- 60:40)

In this scheme the rural unemployed youths are trained by Project Implementing Agencies (PIAs) to provide wage employment. During the training, candidates are provided free meal, hostel facility and uniforms.

  • National Rural Livelihood Mission (NRLM) (Centrally Sponsored Scheme-60:40)

Mobilization of poor rural women, formation of Self Help Groups (SHGs), training of SHG, Formation of Ward and Gram Panchayat Level Federation and training, providing Revolving Fund (RF), providing Community Investment Fund (CIF) and bringing them above poverty line.

  • Rural Self Employment Training Institute (RSETI)

There are 33 RSETIs in the State. Rural unemployed youths are trained for Entrepreneurship Development Program (EDP) for self employment and have been linked to bank for the loans to take up self employment.

  • Mahila Kisan Sashaktikaran Pariyojane (MKSP)

Rural women farmers are trained in agriculture and providing them market facilities to sell their products.

  • Sagarmala Project to Dakshina Kannada, Udupi & Uttara Kannada:

As per the MoRD instructions, the Ministry of Shipping has partnership with DDU-GKY to implement placement-linked skilling program in order to achieve the national vision for port-led development through Sagar Mala project. Dakshina Kannada, Uttara Kannada and Udupi, are the three districts selected under this project.

The main objective of Sagar Mala project is to integrate the development of ports, industrial clusters and hinterland, resulting in, ports becoming the driving force for economic activity in coastal areas.

 

Deendayal Antyodaya Yojana-National Urban Livelihoods Mission(DAY_NULM):

The Ministry of Housing and Urban Poverty Alleviation, Govt. of India had launched Swarna Jayanti Shahari Rozagar Yojana in the year 1997 and renamed it as National Urban Livelihoods Mission (NULM) during September 2013 to 2016, then the NULM Scheme has renamed as Deendayal Antyodaya Yojana-National Urban Livelihoods Mission – (DAY –NULM) the scheme is being implemented jointly by Govt. of India and Govt. of Karnataka.

DAY-NULM scheme will be implemented in 271 Urban Local Bodies, which includes 11 City Corporation, 57 City Municipal Councils, 113 Town Municipal Councils and 90 Town Panchayats.

The main objective of the scheme is;

  • Help the urban poor through formation of self-help groups,
  • Provide employment opportunity for the youth by providing skill development training,
  • Provide interest subsidy for the loans availed from Banks, for establishment of Individual and Group micro enterprises.
  • Support to Urban Street Vendors by issuing ID cards and vending certificates.
  • Provide facilities for urban homeless by running 24x7 urban shelters.

Urban poor, Urban homeless, Urban Street Vendors, people from Scheduled Caste and Schedule Tribe , Women, Minorities, Specially abled are the beneficiaries of the Scheme.

Centre for Entrepreneurship Development of Karnataka (CEDOK), Dharwad:

CEDOK is a created by Department of Industries and Commerce and centre was registered under Karnataka Society Act 1960 No. 2/92-93 on 15.05.1992

The aims or organization are

  • to augment the supply of entrepreneurs through education and training.
  • to produce multiplier effect on opportunities for self employment.
  • to improve the managerial capabilities of small entrepreneurs
  • to contribute to the dispersal of entrepreneurship and thus expand the social base of the entrepreneurial class in urban / rural areas.
  • Conducting Monitoring and Evaluation studies.
  • Entrepreneurship Development Programme covering target groups of General and Special for Women SC & ST, Minorities and Backward Classes
  • To be a centre of learning for trainer – motivators on entrepreneurship development.
  • To contribute in growth of entrepreneurship culture, spirit and entrepreneurship development in developing countries.

DISHA Scheme:

To support entrepreneurship development, the Government of Karnataka, in collaboration with the Department of Industry and Commerce and the United Nations Development Programme(UNDP), has launched 'Entrepreneurship Guidance Centers' at District Centers in the year 2017-18. Under this scheme, Disha Outreach & Motivational Training, Disha Ready, Disha Study, Disha Go programs are being implemented.

Govt. Tool Room and Training Centre [GTTC]

GTTC Bangalore, was established in the year 1972 with assistance of Govt. Karnataka and Danish Government. The objective of establishment of Govt. Tool Room & Training Centre is to impart Skill Development Training program to the youth and to provide employment opportunities at both National & International level and to provide skilled human resources and  Technology development & training to the industries.

Government has established 28 GTTC centres 1]Bangalore, 2]Mysore, 3]Hassan, 4]Mangalore, 5]Gulbarga, 6]Belgaum, 7]Dandeli, 8]Hospet, 9]Hubli, 10]Harihar, 11]Kudalasangama, 12]Maddur, 13]Kanakapura, 14]Lingasugur, 15]Gundlupet, 16]Kadur, 17]Humnabad, 18]Kolar, 19]Tumkur, 20]Shimoga and 21]Gowribidanur 22] Dharwada 23]Udupi 24]Koplla 25]Yadagiri 26]Chalkere 27] Chitradurga and 28] Gokak in the State.

The Hon’ble Chief Minister has announced in the Budget Speech 2016-17 for Establishment of Center of Excellence at 4 Sub-Centres of GTTC viz., 1]Bangaluru, 2]Mysuru, 3]Dandeli and 4]Kalburgi.These centres are established by Siemens Industry Software and DesignTech System.
